State schools using debt collectors to chase fees in 2015-16
A government policy that gives parents the option of paying the full amount of child support and spousal support for a child may have helped boost the growth of child support garnishment in Ontario, according to a new study by the Ontario Coalition Against Child Support Enforcement (OCCSE).
In a study released today, researchers from the University of Toronto conducted the first quantitative analysis of child support enforcement practices in Ontario for the last six years. In Ontario, only 2.9% of families received a court order to pay child support (compared to 22.3% nationwide), and the share has increased by only 2.2% annually since 2010.
"That means the majority of garnishment is not used for the actual maintenance of child support but is simply for the enforcement costs," said Paul Cogdell, assistant professor of Social and Community Policy and director of the Centre for Research and Evaluation at the University of Toronto's Osgoode Hall Law School. "That's a huge public policy decision and a shame that it took this long."
"Even more concerning," he continued, "this change has only been in force since 2010. By all accounts, the increase in garnishment is likely the result of the increased awareness of the child support order itself and the pressure to pay child support."
In recent years, the number of cases that are investigated through court and a court order to pay child support have gone through the roof. In 2015-16, only 44% of all child support cases were investigated in Ontario. A whopping 87% of all cases went to court.
The findings are in stark contrast to the general picture from other data available on the practice of child support garnishment. The Office of the Child Support Advocate noted in its report that of the 18,800 cases where the courts initiated or authorized a court proceeding to enforce child support, only 2.6% of those actions resulted in actual child support being collected. That means that 1,550 children in that period (2013-2015) were ordered to pay child support under two of three potential scenarios that have been documented to be an increase in the amount of child support collected.
"It appears that the number of kids on garnishment has actually gotten worse, that this is happening all over the world, and that in Ontario it looks like it's getting worse," said co-author John Vella, an assistant professor at Osgoode Hall and a senior adviser for OCCSE. "We don't really know what the impact is, if any, but, at any rate, it raises serious concerns about child support in our society."

Majura parkway hits federal hurdle
The new parkway will replace parts of the current stretch of I-15 North between the city of Milwaukee and Oshkosh, near the Wisconsin state line. The project has been in the works since 2012. It will link the existing portion of the Milwaukee River Park and Milwaukee Creek Trail at Northgate Drive.
The river's current course follows the Milwaukee Bayou as it flows along the western boundary of the city of Oshkosh and the nearby cities of Madison and Milwaukee.
The project will be funded through the city of Oshkosh's Community Development Authority for infrastructure projects. The parkway is expected to save $20 million in total construction costs over 15 years for both the city and the parkway.
The state Department of Transportation is funding part of the project through a grant from a $11 million program established to improve Wisconsin bridges.
This project continues to garner national attention. In August, Gov. Scott Walker, DFL-Scott and the state legislature joined together to propose a bill in the state legislature to create an official study into the parkway. That study is being handled by the state Department of Transportation, the Milwaukee County Public Works Department and the city.
In recent years, many of the existing state bridges along I-15 North have been deteriorating beyond repair.
According to Wisconsin Department of Transportation reports, as of Sept. 15, the I-15 North bridge system has increased to more than 1,100 total bridges that must be replaced. The average bridge time to fall was 24 years.
With the new parkway, it's hoped to eliminate that time barrier, according to the project's lead transportation engineer, John Caudle.
Caudle will talk about the progress in a video presentation to the parkway commission Monday. The presentation will begin at 7 p.m. at Madison Civic Center.
